If I had to repair a ship, I'd take either 2.5 (minor), 5 (moderate) or 7.5 (severe) points (depending on extent of the damage) and repair it, on top of the 50 points general upkeep (five destroyers, 10 points each). I get 100 points the next week, but I spend 50 on fuel, crew pay, etc, and I pocket 50- which I can either use to request more ships or stockpile (sort of like the 'prestige points' from Dominion Wars and Starfleet Command). I do nothing but patrol for a month- no contact, no losses. So a fleet would start off as a task force. Starbases and support ships would be classed appropriately- a shipyard or repair ship won't have much in the way of weapons, but it can be a game-changer, and a Starbase can defend itself from a lot. Defiant and such) that are clearly more-powerful than their 'official' designations or size would indicate get bumped up a class or two, dependant on moderators, thus a destroyer-sized Defiant will cost the same as a heavy cruiser. Those ships are billed at their 2372 ranking, so your maintenance for a Constitution CA is only 10 points, not 25 (to reflect the larger crews, better tech, etc of newer ships). Obsolete designs (such as the Constitution) go back two classes, so a Constitution CA would become a Dominion War destroyer- not useless, but no longer a line combatant. *Ships put into commission before 2300 would take an automatic degradation to the next-lowest category, hence why the Excelsior and contemporary designs are booted from 'heavy cruiser' to light cruiser, and the Miranda goes from Destroyer to frigate.
